  • I've just had a terrible idea.

    Why not create a flood insurance scheme that is mandated by mortgage-lending banks in some areas but not others, even though some of the places where it isn't compulsory to insure are quite heavily flood-exposed?

    Next, please make sure it is administered by bureaucrats.

    This will ensure that customer service is poor, with claims taking far longer to settle when compared to the state-regulated private market.

    Then sprinkle in regular doses of political chaos...
